Securitization reversed. Does Europeanization improve minority/majority relations?
Introduction
The problématique of national minorities[1] and European integration has traditionally been studied through a top-down approach that focuses on legal and policy convergence and formal compliance with EU minority norms and institutions.[2] But the assumption that minority protection is an essential element of EU membership (and preparation for membership, as inscribed into enlargement conditionality) has only highlighted the discrepancy between norm/policy adoption and their outcomes when it comes to national minorities in and around the EU. It has diverted attention from the complex relationship between shifting notions of sovereignty within the EU and minority/majority relations, and has prevented a more in-depth investigation of Europeanization’s impact on national minorities’ positions, not necessarily (but especially) in its external dimension. Marco Mariani graduated in “Law”, in “Political Science”, in “Administration Sciences” and in “Social sciences for non-profit organizations and international cooperation” with full marks. Furthermore, he attended post graduate courses at many other universities (Bocconi, Luiss, La Sapienza, European University Institute). He was researcher at the “Centro Nazionale di Studi e Ricerche sulle Autonomie Locali” and visiting lecturer at the University of Florence. Currently he is lecturer of “Public utilities law” in the e-Campus telematic University.
He is a founding partner of Catte Mariani law firm, based in Florence and Rome. He is licensed to practice before the higher courts, and he mainly deals with issues concerning Public utilities law and public procurement, administrative law, law and economics.
